MINUTES OF THE BOARD MEETING OF THE SOUTHERN FEDERATION OF SLA CLUBS
at
JUNG HOTEL, NEW ORLEANS, LA., - February 25, 1956 - (Mid-Winter Conference)
The Board meeting was called to order by the Chairman, Kamal E. Antone of Houston,
at 2:00 p.m. In addition ·.1 the following members of the B card were present:
Mr. Arthur Sharbel of Birmingham;

Mr. Richard Deeb of St. Petersburg;
Mr. Leo Todaro of Biloxi;
Mr. Joseph Campbell of Shreveport;
Mr. T. J. Stoma of New Orleans; and
Judge Kaliste Saloom (in city, but did not answer to roll).

The chair ordered the Board's minutes of the St. Petersburg meeting to be read,
and not dispensed with, as usual, in order that the members I memories might be refreshed as to past actions and recommendations. The minutes were accepted.as read,
except for a minor change, to show meeting's starting time as 2:20 p.m. rather than
4:20.
The chair announced that the visitors, especially the past officers, were welcome
as observers at this meeting, could ask questions and join in the discussion, but,
that if the time did not permit, then the chair must perforce revoke the privilege.
The agenda, which had been sent to all board members in advance, was then pursued,
as follows:
(CONVENTION CONTRACT - between Board and Host Cityl:
1. BIRMINGHAM CONVENTION - Mr. Arthur Sharbel reporting: ~ for holding conYention: July 5, 6, 7 and 8, 1956.
Speakers: The Board suggested here that a very limited numper of spec!L&lt;er.s be
invited to speak in order not to prolong tlie banquet, and that the roster of
such speakers be submitted to the Board for approval.; the actual list of speakers to be mailed to the board and the publicity committee (yet to be appointed)
30 days before convention time. CoE-Chairman M. c. Zanaty stated his desire,
on the basis of his position as Honorary Consul of Lebanon to the u. s., to
have the Hon. Victor Khouri, Lebanese Minister to the u. s., as the main speaker. The chair commended the suggestion.
Registration fee: Mr. Sharbel, at this point, requested the setting of a fee
of $16.00, an increase from the $15.00 that had been customary for registration; of this, $4.00 would revert to the Federation's general. and scholarship
funds. The reaaon for this increase was given to unusual and superior preparations befitting the 25th Jubilee of the Federation-in a 4-day affair. By a
3-2 vote, the $16.00 registration fee was approved. It was also agreed that
children 15 years of age and younger be registered for half price, with ~2.00
thereof going to the Federation. Birmingham also revealed its plans to give
complimentary tickets to all National. Association officers and delegates because
of their joint meeting with the Southern.
Speakers' Table Arrangement to be submitted to the Convention Committee and to
the Board 30 days prior to the Convention
Program:

evening (July 5).

7. All events., except for thos.e of the first day (July 5) to be under
one roof at Tutwiler Hotel, convention headquarters.

Hotel Accommodations: Mr. Sharbel submitted a letter from the Tutwiler Hotel
guaranteeing 250 rooms for the convention; with additional rooms to be available at hotel or hotels across the street, and more in the Tutwiler, if conditions permit. Mr. Sharbel stated that the new, enlarged ballroom of the Tutwiler holds 1,800 for dancing, 1,300 for a banquet. The hotel rates will not
be increased, he reported, and a schedule of rates will be mailed to the Official. Bulletin for publication therein.

�Publicit~: All convention publicity to be channeled through a Publicity Committee, said committee members to be recommended by the host club and appointed by the Federation president. "Publicity" includeff"newspaper, radio and
television, as well as arrangements for photographs to be sold to those desiring to purchase same.
Pre-Convention Ceremonies and Hall Set-u,e,s Speakers, band mu~c and other arrangements to precede first session, to attract a greater numb~r of visitors
and delegates to the meetings. Also, placards and seating arrangements, whereby
delegates and alternates from a particular city, then state, are to be made in
advance.
Chairman Antone, at the conclusion of Mr. Sharbel's report, asked for a vote of
acceptance by the board; it was accepted unanimously.
2. REPORT OF OVERSEAS CONVENTION.- Mr. M. C. Zanaty of Birmingham, reporting:
A profit of approximately $20,000.00 was realized from l ast summer's pilgramage
to Lebanon (a subsequent report by National President Tarner set the profit- at
$17,565.06). Of this, $15 1 000.00 was allocated for National's operational
budget (for establishment of home office in Washington, D.C., for salary of
full-time executive secretary, and for publication of a national organ), and
$5,000.00 went into National's treasury.
Upon questioning by the chair, who was under the impression that the profit
was to have been divided among the participating Federations, Mr. Zanaty stated
that such \'las not the case; that a pro-ration was to have been made, it had
been agreed, only if a national convention had replaced the annual conventions
of the sectional Federations. This had not been done, as each of the Federations had staged a convention, although the Overseas Convention was in progress.
Mr. Zanaty then requested President Tamer to clarify the issue with a concise
r eport at the General Assembly Meeting scheduled for the 'following day (February 26), and it was so agreed. Minutes of previous conventions and conferences are to be searched for clarity, also.

3. FEDERATION NIGHT:- President Hayek announced that the Federation Night this
year would be observed on April B, the first Sunday after Easter. All clubs
have been asked to participate, but it is not mandatory. The chair clarified
a doubt that the money thus raised would go to traveling expenses for tho
President, and stated that none could be used for this purpose without the
Board's permission, and further, that no such authority had been given as of
this date. President Hayek recommended that the money be appropriated, in the
future, tov1ards traveling expenses, subsequent to the termination of his term
in office. As for the rebate of 5o% of last year's proceeds to the participating clubs, the chair ruled that the convention itself has the sole authority
to act in this connection, next July.

4. OFFICIAL BULLETIN - Editor Richard J. Ashy, Jr., reporting: An operating state-

ment by Mr. Ashy was submitted, as was one by the Secretary-Treasurer, to compare present with past costs of publishing the Federation's organ, and both
reports are attached hereto. In general., the f3ulletin, under Mr. Ashy 1s editorship, is costing an average of $20.00 per page, for an edition of 6 pages, or
an average cost of $120.00 per issue (some of this cost.to be absorbed by paid ,
advertisements solicited by the editor). Under the editorship of the secretarytreasurer, the bulletin had cost, on the basis of 6 months' issues, an average
of $116.45 per issue (for 6 pages each), to a mailing list of 1300-1400, addressing and mailing having been done by printer •.. The cost, during the consolidation with the Eastern Herald, had been $100 monthly for 4 months, with the amount having been increased to $150.00 per mopth after December, 1954.
Mr. Ashy concluded his report by requesting more news for the Bulletin, following which he was acclaimed by the chair and roundly applauded, for his highly
successful work.

5. SCHOLARSHIP - Mrs. Gabe Mitchell reporting: Three Kh~il Gibran scholarships
and one Bobby Manziel scholarship to be awarded in 1956, ·the former to be $500
each, and the latter, $250. Total in Khalil Gibran fund, as of this da.te,
$8,004.02.

6. NKw CONSTITUTION - The chair inquired of President Hayek the progress being
made on this committee. President Hayek replied that Judge Kaliste Saloom and
Kamal E. Antone were co-chairmen of this committee. Mr. Antone replied th at
a report, and probably a draft of the new instrument, 'WOuld be submitted 30
days prior to convention time.

B. Notify all officers and committee chairmep to submit written r eports
at conventions.

President Hayek thanked the chair for the foregoing recommendations, and accepted
them.

at
MID-WINTER CONFERENCE IN NEW ORLEANS - February 25-26, 1956
Meeting called to order in the Plantation Room of the Jung Hotel, at 2tl5 Sunday
afternoon of February 26, by President James Hayek, who welcomed all those present.
President Hayek then explained that the meeting would deal largely with the progress
of the various officers and committees to date, and with the plans for the remaining months of his administration.
President Hayek called upon Mr. 111. C. Zanaty of Birmingham, who introduced Mr, Mike
Tamer of Indianapolis, President of the National Association; Dr. James Barrock •
of Milwaukee; and Mr, George Bistany of Birmingham.
The minutes of the 1955 meeting in Lafayette were accepted without being read.
Mr• .Richard J. Ashy was · then appointed Sergeant-at-Arms for the session, and Mr.

Roll call of the officers revealed the president, secretary-treasurer, and board
chairman present; with executive vice-president Manziel absent.
Past presidents in attendance were recognized, being Col. Joseph Abraham of Jackson,
Arthur Sharbel and M. c. Zanaty of Birmingham, Kamal E. Antone of Houston, and Herman G. Nruni of San Antonio. It was brought out that the ab2ence of Rogers Bite
of Birmingham was due to illness, and hope was expressed that he would continue to
regain his health.
Reports of the State Vice-presidents was the first order of business, as follows:
I\LAB/iMA - Floyd Pharo of Birmingham - census begun in Birmingham, to be completed
by time of Annual Convention; Federation Nisht to be observed; will
write Mobile as to this. Attempts being made to get Dauphin into Federation.

ARKANSAS - Richard Akle of Joiner - reported that not many Syrian-Lebanese people
in Arkansas; 3 clubs in state, no potentials. (Names of Brinkley, Pine
Bluff and Stottgardt offered as potential. members, by Richard Ashy of
Lafayette,
ARIZONA - Mrs, Wade Nader of Mesa - Absent and no report
FLOHIDA - Jack Charles Demetree of Jacksonville - census submitted to Vice-President Manziel; Federation Night not to be observed because of State Convention on April 26-27-28 in Jacksonville;·Jacksonville only city in
Florida not wholly belonging to Federation, and State Convention there
being held for purpose of uniting Jacksonville, which as 4 1000 Arabicspeaking people. Miami will no doubt observe Federation Night.
LOUISIANA - Edward Abdella of Lafayette - sent memoranda to all Louisiana clubs
regarding selection of liaison officers and all have responded; corresponded with clubs re adding to census which was previously compiled and
submitted by Richard J. Ashy, Jr; all have reported with exception of
Alexandria and Lake Charles; 'Federation Night definitely planned. (Detailed written report submitted.) ·
MISSISSIPPI - Col. Joseph Abraham of Jackson - reported census list already submitted to Vice-president Manziel; however, working to increase list;
plans for observing Federation Night.

NOR'lll CAROLINA - Neil Joseph of Goldsboro - Absent and no report.

OKLAHOMA - Kay Eddie, Jr., of Oklahoma City - reporteci census submitted during
previous convention; phone company managers cooperating by searching
locale for additional Syrian-Lebanesemmes for list; actively aiding
Danny Thomas project through sale ot 50 records and additional records
ordered; club will not obser~e Federation Night because of conflict

SOUTH CAROLINA - Norman Khour.y of Columbia - Absent and no report.
TEXAS - Al Zwan from T..YJ:er - reported census submitted during previous convention;
--;;-ote 329 letters to procure same; has written all clubs for support
of Federation Night and of DaMy Thomas project; will write again re
corrected price of 11 Ataba11 record and address of Danny Thomas; written
all clubs re liaison officer and re St. Petersburg Convention accomplishments. Commends Ashy on Bulletin.
President Hayek commended the State Vice-presidents present for their fine work
and reports, and stated that they were contributing much toward activating the clubs within the Federation. He fu.:·ther offered to each
the services encl aid of the Home Office, j_f needed, in carrying out
their assignments.
Wit~ regard to the Danny Thomas project, President Hayek· announced that the price
of ta.oo for the 11 Ataba" recording seemed to be in error, and that $1.50 was the
price to be charged, as a · minimum. He urged each club of the Federation to underwrite a number of records, sending in a check to cover same, with the order, rather than waiting until a definite number of records had been sold. The correct
address for contacting Danny Thomas was given as Suite 219, 151 El Camino Drive,
Bev~rly Hills, California.
Mrs. Arthur Nasser of Shreveport then requested clarification of the 50-50 split
between Federation and the affiliated clubs from proceeds of Federation Night.
President Hayek stated that all proceeds go into Feaeration treasury, as plan now
stands. Change in set-up to be taken up at BirminghBm Convention. Clubs can't be
forced to participate, but the president declared that he hoped pride in the Federation would push them to participate.
Committee reports were next on the agenda, and were made as follows:
RESEARCH - Mrs. Rose Zwan of Tyler and Mrs. Jerre Antone of Ho'!21sm., Cq-chairr~ .
Citizenship of all immigrant members main project; still working on
publication of story in Readers' Digest re Syrian-Lebanese in America;
wants plan set up whereby award given each year to member contributing
most to Americanism among our people.

Houston. Co-chairmen - Committee to meet in Houston at once and submit
draft of New Constitution to Birmingham Convention.
NOMINATING - Ellis Abide, Chairman- no report. Committee comprised also of
Col. Joseph Abraham of Jackson, George Jamail of Houston, Louis George
of Osceola, and Arthur Nasser of Shreveport.
President Hayek requested this Committee to make it a rule that all
nominees must have accepted nomination, before announcement is made
on floor of assembly meeting.

Mrs. Mitchell announced, also, that the Committee would again make 3
awards from the Khalil Gibran Scholarship Fund, of $500.00 each, in
1956, plus one Bobby Manziel Award of $250.00. A third scholarship,
presented by Mr. George Coury of Miami, to a boys' prep school at Subiaco College, had never been used since there had been no applicants
for same. Mrs. Mitchell reported that she would contact Mr. Coury relative to possibility of modifying or changing said scholarship. Appreciation expressed to committee for its work and support, with special
thanks going to Miss Gladys Chehardy of New Orleans for work as temporary chairman during Mrs. Mitchell's absence from country. Additional

Report on Mid-Winter Convention showed 67 full registrations, 29

At this point, Mr. Zanaty lauded Mr. Ashy for his work on the Bulletin, and pointed out that the Nat 11 Ass'n's ne,-, aims are to have a home office, full-time
pai d secretary and to issue a bulletin, national in scope, to the Syrian-Lebanese
peoples of America. Southern Federation requested to cancel out its own publication and support ntional organ at cost of ,1.00 per year per individual member
of affiliated clubs. President Hayek stated that it would be impossible to pass
on this matter at this meeting, and suggested that Mr. Zanaty submit foregoing
in form of a proposition, 30 days before the next convention, in writing to Home
Office. Board Chairman Antone then spoke out against the National organ, saying
that he felt that the Federation had lost its identity during the period its news
was consolidated with that of Eastern, etc . ; that we had no voice in the policy
or in the editorials; requested clubs to think this over and vote to retain the
Official Bull etin in its present fonn. President Hayek ruled that Mr. Zanaty's
request on Bulletin change to be an automatic item on the agenda of the July
Convention.
REPCRT OF BOAlID - by Chairman Antone. (See Board minutes, attached.) Main points
brought out were Convention dates in Birmingham, set for July 5, 6, 7
and 8, 1956; registration fee to be $16. oo, i4 of which reverts to Federation.
BIRMINGHAM CONVENTION report was made by Mr, Arthur Sharbel, as Convention CoChair™, which is summarized, as follows : (1) All affairs of Convention under one roof, with exception of first day, which will be at the
clubhouse; (2) 3 nights of Sahrias by professional entertainers; (3)
Baby-sitting service to be available; (4) /merican-orchestra dances
to be offered; (5) Talent contest; (6) Arabic movies;(?) Possibility
of Danny Thomas being present; (8) Atmosphere in keeping with 25th
Jubilee; (9) Guaranty of no hidden or undercover charges th_rough hotel,
etc.;(~ National Association to hold convention in conjunction with
ours.
NATIONAL ASSOCIATION PRESIDENT, Mr· Michael Tamer of Indianapolis, was called on
to say a few words . Gave brief report on Overseas Convention, during
nhlch he served aa treasu er of Nat 11; receipts were $236, 747.48; expenses·, t&gt;219,182.42; net profit, $17,565.06; all receipts and expenses
itemized; insisted that no mention made of splitting profits ,~ith the
participating Federations; resolution was made 4 years prior that every
4 years National would hold joint Convention with one of the Federations, in rotation. (Secrecy and delay in making financial report on
Overseas Convention due to difficulty with CAB. He stated, further,
that National 1 s home office governed by one man from each Federation:
Zanaty for Southern, Arrieh for Mid-Western, Cosmo Ansara for Eastern,
and Tamer for Nat'l. ) Continuing with report of Overseas Convention,
he reported that 4 planes of 78 persons each were chartered for the
tripj one-way ticket of $675 . 00 netted ,100. 00 profit to Ass 'n, while
the ~825.00 ticket netted $55.00; profit was cut down by 89 tickets
being returned at last minute.

Mr. William Hicks, President of Fortune Life Insurance Company, was introduced to
the assembly and presented a plan for covering Federation members in group insurance; audience signified interest in this . President Hayek then asked Mr. Hicks

�.. to prepare and prese~t at the Birmingham Convention a brochure of facts and figures
for such a plan. He asked the assembly, in turn, to discuss the possibility of
group insurance with t?eir individual clubs, upon returning to their homes.
Mr. Jack Charles Demetree of Jacksonville made a dramatic plea that Federation
members unite and take action in the Arab-Israel question.
